The Ministry of Environment, Urbanization and Climate Change answered 15 questions on who will benefit from this support and how, where and how to apply, and what facilities are provided to citizens with the new campaign period.  Here are those questions and their answers:
1-Is e-Government application required to benefit from the Half of It Campaign?
There is no need for e-Government application in the new period.
2-Who can benefit from the campaign?
All owners of risky buildings in Istanbul can apply to the campaign.
3-How can I find out whether my home/workplace is risky?
The risk status of the structure can be determined by having a core sample taken by licensed organizations affiliated with the Ministry.
4-After determining that it is a risky building, where should I first apply to transform the house/workplace?
For risky buildings, the project design and building permit procedures are completed with the contract signed by the rights holders with a contractor determined by common decision. Then, after the construction of the floor easement (determination of the shareholders' shares), an application is made to the district municipalities for Half of Us support.
5-What are the project prerequisites for Half of Us?
The structure in the new project (excluding the parking lot and shelter) should not exceed one and a half times the size of the old structure.
You can benefit from this campaign with license projects prepared after April 1, 2023.
6-When and with whom will the rights holders sign the contract?                                               
For risky buildings whose beneficiary determination has been completed by the district municipality, a grant commitment letter and loan agreement are signed with the Ministry on the appointment date to be determined by the Ministry.
7-How much grant and loan will be paid for each residence/business?
A grant of 700 thousand TL and a loan of 700 thousand TL will be given for one house of the beneficiary, and a loan of 1 million 400 thousand TL will be given for each other house. 350 thousand TL grant and 350 thousand TL loan support will be provided for one shop of the beneficiary, and 700 thousand TL loan support will be provided for each other shop.
8-Will the Ministry make its half payment to the beneficiary or the contractor?
Payments will be made to the contractor on behalf of the beneficiaries.
9. When and how will payment be made?
The first payment will be made at 30 percent when the work starts. Then, the continuation of the construction process will be examined and a 30 percent payment will be made when the carrier system is completed and a 30 percent payment will be made when the structure is ready for plastering. In the final stage, a 10 percent payment will be made when the building use permit is obtained.
10-When and under what conditions will loan repayments be made?
Loan repayments begin 2 years after the building permit is obtained. Maturity up to 10 years is applied. No interest is charged in the year the payment begins. In the following years, half of the Consumer Price Index (CPI) rate is updated.
11-How much is the evacuation support?
Evacuation support is paid as 100 thousand TL at once.
12-Can tenants also benefit from eviction support?
Eviction support, that is, moving support, is paid to the tenant if the person living in the apartment/workplace is a tenant, otherwise it is paid to the landlord.
13-Will there be a loss of rights when I build a parking lot and shelter?
In the new project, parking lots and shelter areas will be excluded from the square meters of the construction area. Thus, the building owner will not suffer any loss of rights.
14-Is there an income requirement for the loan?
Income and credit score are not taken into consideration when granting loans to beneficiaries.
15-Which dates will be applied?
Citizens will be able to apply to the campaign without any time limit.

WHAT HAS CHANGED IN HALF IS OURS?
*There will no longer be a need for e-Government application.
*When benefiting from Half of Us support, the new building should not exceed one and a half times the size of the old building. During the previous campaign period, those who added a car park and shelter to their new project could fall into the 'one and a half floor' rule and lose their rights. With the new regulation, parking lots and shelters were excluded from the project square meter. Thus, citizens' loss of rights was prevented. In this way, many citizens are expected to benefit from the campaign.
*The initial payment rate was increased to speed up construction and increase contractors' interest in the project. The first progress payment, which was previously made at a rate of 10 percent to the contractors of the beneficiaries, is now 30 percent.
