The Ministry of Environment, Urbanization and Climate Change has answered 16 key questions about who can benefit from this support, how applications are made, and what conveniences are offered to citizens under the new campaign period.

1. Who can benefit?

All owners of risky buildings across Istanbul’s 39 districts can benefit from the campaign.

2. What are the project prerequisites?

The new building (excluding parking lots and shelters) must not exceed 1.5 times the size of the old one.

3. “How can I find out if my home/workplace is risky?”

The risk status is determined by having a licensed institution under the Ministry take a core sample (carot test).

4. How to apply for the “Half is on Us” campaign?

No e-Government application is required. After establishing condominium ownership, the titleholder applies to the district municipality for ownership determination. On the appointment date set by the Ministry, the beneficiary signs the grant undertaking and loan agreement.

5. Do TOKİ and Emlak Konut provide construction support?

In large-scale, block/area-based transformations similar to residential complexes, full consensus among property owners allows the Urban Transformation Directorate, TOKİ, and Emlak Konut to provide support jointly.

6. What conveniences are provided in area-based transformation?

A grant of 875,000 TL is provided, along with construction support by TOKİ or Emlak Konut.

7. How is repayment handled in area-based transformation?

The grant amount is deducted from the building cost, and the remaining balance is paid in long-term installments under favorable conditions.

8. How much support is provided per unit in contractor-led transformation?

  • For one residence: 875,000 TL grant + 875,000 TL loan
  • For one shop: 437,500 TL grant + 437,500 TL loan

9. Can citizens who receive support for their first property also benefit for additional properties?

Yes. After receiving the maximum support of 1,875,000 TL for one residence, beneficiaries can obtain up to 1,750,000 TL in loans for each additional residence.
For commercial units: after receiving 1,000,000 TL support for one shop, beneficiaries can receive 875,000 TL loans for each additional shop.

10. Are payments made to the beneficiary or the contractor?

In building-based transformations, payments are made directly to the contractor on behalf of the beneficiaries.

11. When and how are payments made?

  • 30% at the start of construction
  • 30% upon completion of the structural framework
  • 30% at plastering stage
  • 10% upon obtaining the occupancy permit

12. How much is the relocation support?

A one-time payment of 125,000 TL is provided.

13. Can tenants also benefit from relocation support?

Yes. If the apartment/shop is occupied by a tenant, the support is paid to the tenant; otherwise, to the property owner.

14. Is there any loss of rights when building parking lots and shelters?

No. Parking and shelter areas are excluded from the total construction area.

15. When do loan repayments begin?

Repayments start two years after obtaining the building permit. The repayment period can extend up to 10 years. No interest is charged in the first year; in subsequent years, installments are updated at half of the Consumer Price Index (CPI) rate.

16. Are income requirements considered for loans?

No. Loans are granted to beneficiaries without assessing income or credit score.
